The aim of this paper is to evaluate the extent of the practice of using informal payments for accessing the services of public clinics or hospitals across Europe and to explain the prevalence of this corrupt practice using the framework of institutional theory. To achieve this, a multi-level mixed-effect logistic regression on 25,744 interviews undertaken in 2020 with patients across 27 European Union countries is conducted. The finding is that the practice of making informal payments remains a prevalent practice, although (...) there are large disparities in the usage of this practice in different European countries. However, informal payments by patients are more likely when there is a lower institutional trust and a higher degree of asymmetry between formal and informal institutions. The resultant proposal is that policy makers need to address the institutional environment to tackle such informal payments. How this can be achieved is outlined. (shrink)

Human cooperation is highly unusual. We live in large groups composed mostly of non-relatives. Evolutionists have proposed a number of explanations for this pattern, including cultural group selection and extensions of more general processes such as reciprocity, kin selection, and multi-level selection acting on genes. Evolutionary processes are consilient; they affect several different empirical domains, such as patterns of behavior and the proximal drivers of that behavior. In this target article, we sketch the evidence from five domains that bear on (...) the explanatory adequacy of cultural group selection and competing hypotheses to explain human cooperation. Does cultural transmission constitute an inheritance system that can evolve in a Darwinian fashion? Are the norms that underpin institutions among the cultural traits so transmitted? Do we observe sufficient variation at the level of groups of considerable size for group selection to be a plausible process? Do human groups compete, and do success and failure in competition depend upon cultural variation? Do we observe adaptations for cooperation in humans that most plausibly arose by cultural group selection? If the answer to one of these questions is “no,” then we must look to other hypotheses. We present evidence, including quantitative evidence, that the answer to all of the questions is “yes” and argue that we must take the cultural group selection hypothesis seriously. If culturally transmitted systems of rules (institutions) that limit individual deviance organize cooperation in human societies, then it is not clear that any extant alternative to cultural group selection can be a complete explanation. Illusion and error have long been important points of entry for both philosophical and psychological approaches to understanding the mind. Temporal illusions, specifically, concern a fundamental feature of lived experience, temporality, and its relation to a fundamental feature of the world, time, thus providing invaluable insight into investigations of the mind and its relationship with the world. The existence of temporal illusions crucially challenges (...) the naïve assumption that we can simply infer the temporal nature of the world from experience. This anthology gathers eighteen original papers from current leading researchers in this subject, covering four broad and interdisciplinary topics: illusions of temporal passage, illusions and duration, illusions of temporal order and simultaneity, and the relationship between temporal illusions and the cognitive representation of time. Trait emotional intelligence concerns our perceptions of our emotional abilities, that is, how good we believe we are in terms of understanding, regulating, and expressing emotions in order to adapt to our environment and maintain well-being. In this article, we present succinct summaries of selected findings from research on the location of trait EI in personality factor space, the biological underpinnings of the construct, indicative applications in the areas of clinical, health, social, educational, organizational, and developmental psychology, and trait EI (...) training. Findings to date suggest that individual differences in trait EI are a consistent predictor of human behavior across the life span. (shrink)

In addition to the discussion that follows variability of the concept of landscape and its relationship to the category of environment the contibution focuses on the specific problem of the current aesthetics: transformation of aesthetic reflection of the city as a whole, which is realized by the contemporary aesthetics and philosophy through the Kantian aesthetics in Critique of Aesthetics Judgement. Elaboration of opinions of Marie Rubene and Miroslav Marcelli leads us not only to summarize the (...) conclusions of recent theses, but further to reflect the transformation of city to a country, specific environment free from original effectiveness, where "human returns to natural and becomes a sort of huge subject, which is fluid in its inside..."). Animal data suggest that jet fuels such as JP-8 are associated with hearing deficits when combined with noise and that the effect is more pronounced than with noise exposure alone. Some studies suggest peripheral dysfunction while others suggest central auditory dysfunction. Human data are limited in this regard. The aim of this study was to investigate the possible chronic adverse effects of JP-8 combined with noise exposure on the peripheral and central auditory systems in humans. Fifty-seven participants who were current (...) personnel from the Royal Australian Air Force were selected. Based on their levels of exposure to jet fuels, participants were divided into three exposure groups. Groups were also categorised based on their noise exposure levels. All participants were evaluated by tympanometry, pure-tone audiometry, distortion product otoacoustic emissions, auditory brainstem response, words-in-noise, compressed speech, dichotic digit test, pitch pattern sequence test, duration pattern sequence test and adaptive test of temporal resolution. All auditory tests were carried out after the participants were away from the Air Force base for a minimum of two weeks, thus two weeks without jet fuel and noise exposure. Jet fuel exposure was significantly associated with hearing thresholds at 4 and 8 kHz; average hearing thresholds across frequencies in the better ear; DPOAEs at 2.8, 4 and 6 kHz; ABR wave V latency in the right ear; compressed speech and words-in-noise. Further analyses revealed that participants with low exposure level to jet fuels showed significantly better results for the aforementioned procedures than participants with moderate and high exposure levels. All results were controlled for the covariates of age and noise exposure levels. The results suggest that jet fuel exposure, when combined with noise exposure, has an adverse effect on audibility in humans. Taking all the test results into consideration, jet fuel exposure combined with noise exposure specifically seems to affect the peripheral hearing system in humans. (shrink)

The article “The EU Top Court Rules that Married Same-Sex Couples Can Move Freely Between EU Member States as “Spouses”: Case C-673/16, Relu Adrian Coman, Robert Clabourn Hamilton, Asociaţia Accept v Inspectoratul General pentru Imigrări, Ministerul Afacerilor Interne”, written by “Alina Tryfonidou” was originally published electronically on the publisher’s internet portal on 23 April 2019 without open access.

In the Coman case, the European Court of Justice was asked whether the term “spouse”—for the purposes of EU law—includes the same-sex spouse of an EU citizen who has moved between EU Member States. The ECJ answered this question affirmatively, holding that a refusal to recognise a same-sex marriage and the resultant refusal to grant family reunification rights to a Union citizen who moves to another Member State, would constitute an unjustified restriction on the right to free movement that Union (...) citizens enjoy under EU law. This case comment analyses the judgment, arguing that the Court’s pronouncement is a very welcome first step towards marriage equality at a cross-border level in the EU. At the same time, following the delivery of this ruling, a lot of questions have arisen and gaps in the protection of same-sex couples persist, and these are also analysed in this piece. (shrink)

This paper addresses a neglected question in republican political philosophy: what are the conditions for a set of arguments to be considered republican? While republicanism traditionally confers a fundamental role to the democratic ideal of participation in decision-making, recent contributions argue that freedom could be promoted by facilitating exit where possible. The strong version of the latter argument states that when exit is possible, it constitutes the most important contribution to republican freedom, and it preserves the goal of isolating individual (...) choices, i.e. it precludes collective decision-making from interfering with them, and so it intends to limit the scope of public concern considered legitimate. I examine this argument to discuss the boundaries and varieties of republicanism: (i) the boundaries establish that an argument should be couched and substantively articulated in distinctively republican terms; (ii) the strong version of the exit argument does not fall within the boundaries because it is in tension with core republican commitments to self-government and civic virtues; (iii) once we abide by the boundaries we may encounter a diversity of proposals differing on the more concrete level of institutional design and empirical assumptions – these are the varieties of republicanism. I develop an account of the relationship between aesthetics and knowledge, focusing on scientific practice. Cognitivists infer from ‘partial sensitivity’—aesthetic appreciation partly depends on doxastic states—to ‘factivity’, the idea that the truth or otherwise of those beliefs makes a difference to aesthetic appreciation. Rejecting factivity, I develop a notion of ‘epistemic engagement’: partaking genuinely in a knowledge-directed process of coming to epistemic judgements, and suggest that this better accommodates the relationship between the aesthetic and the epistemic. Scientific training (and other (...) knowledge-directed activities), I argue, involves ‘attunement’: the co-option of aesthetic judgements towards epistemic ends. Thus, the connection between aesthetic appreciation and knowledge is psychological and contingent. This view has consequences for the warrant of aesthetic judgement in science, namely, the locus of justification is those processes of attunement, not the aesthetic judgements themselves. (shrink)

Many accounts of scientific modeling conceive of models as fictions: scientists interact with models in ways analogous to various aesthetic objects. Fictionalists follow most other accounts of modeling by taking them to be revelatory of the actual world in virtue of bearing some resemblance relation to a target system. While such fictionalist accounts capture crucial aspects of modelling practice, they are ill-suited to some design and engineering contexts. Here, models sometimes serve to underwrite design projects whereby real-world targets are constructed. (...) In such circumstances, it is unclear what the model is supposed to resemble. Further, while fictionalists often require that models qua models have their content in virtue of construal or interpretation, in some engineering and design contexts success-conditions do not require such content—all that is required is that the model generates the required outputs. I take these points to motivate a view which accommodates fictionalism, but is broader. I articulate and defend an account of models as tools: specifically, material objects which are put to particular uses in particular contexts. (shrink)

Does the existence of body representations undermine the explanatory role of the body? Or do certain types of representation depend so closely upon the body that their involvement in a cognitive task implicates the body itself? In the introduction of this special issue we explore lines of tension and complement that might hold between the notions of embodiment and body representations, which remain too often neglected or obscure. Corruption is a more important idea for Hobbes than has been recognized: a state of nature can result from corruption of the people, corruption of counsellors and corruption of legal processes. Hobbes often uses a 'cognitive' conception of corruption — the distortion of mental processes, by faulty reasoning or improper attitudes. Corruption means that citizens think they benefit from sedition, counsellors advise with self-interested rhetoric rather than impartial logic, witnesses lie and judges settle cases by bribes or pity. Although corruption (...) is often thought to involve the pursuit of private gain, Hobbes only talks about corruption in terms of misjudged private gain, where an individual is motivated by his apparent, short-tem self-interest, rather than his real, long- term self-interest. . Philosophers and scientists often cite ontic factors when explaining the methods and success of scientific inquiry. That is, the adoption of a method or approach is explained in reference to the kind of system in which the scientist is interested: these are explanations of why scientists do what they do, that appeal to properties of their target systems. We present a framework for understanding such “Opticks to his Principia. Newton’s optical work is largely experiment-driven, while the Principia is primarily (...) mathematical, so usually, each work is taken to exemplify a different kind of science. However, Newton himself often presented them in terms of a largely consistent method. We use our framework to articulate an original and plausible position: that the differences between the Opticks and the Principia are due to the kinds of systems targeted. That is, we provide an ontic-driven explanation of methodological differences. We suspect that ontic factors should have a more prominent role in historical explanations of scientific method and development. (shrink)

Thought experiments have played a pivotal role in many debates within ethics—and in particular within applied ethics—over the past 30 years. Nonetheless, despite their having become a commonly used philosophical tool, there is something odd about the extensive reliance upon thought experiments in areas of philosophy, such as applied ethics, that are so obviously oriented towards practical life. Herein I provide a moderate defence of their use in applied philosophy against those three objections. I do not defend all possible uses (...) of thought experiments but suggest that we should distinguish between legitimate and illegitimate uses. Their legitimate uses are determined not so much by the modal content of any actual thought experiment itself, but by the extent to which the argument in which it is nested follows basic tenets of informal logic and respects the fundamental contingency of applied ethical problems. In pursuing these ideas, I do not so much provide a set of criteria for their legitimate use, but more modestly present two significant ways in which their use can go awry. (shrink)

The paper proposes a novel solution to the problem of scope posed by natural language indefinites that captures both the difference in scopal freedom between indefinites and bona fide quantifiers and the syntactic sensitivity that the scope of indefinites does nevertheless exhibit. Following the main insight of choice functional approaches, we connect the special scopal properties of indefinites to the fact that their semantics can be stated in terms of choosing a suitable witness. This is in contrast to bona fide (...) quantifiers, the semantics of which crucially involves relations between sets of entities. We provide empirical arguments that this insight should not be captured by adding choice/Skolem functions to classical first-order logic, but in a semantics that follows Independence-Friendly Logic, in which scopal relations involving existentials are part of the recursive definition of truth and satisfaction. These scopal relations are resolved automatically as part of the interpretation of existentials. Additional support for this approach is provided by dependent indefinites, a cross-linguistically common class of special indefinites that can be straightforwardly analyzed in our semantic framework. Researchers in the life sciences often make uniqueness attributions; about branching events generating new species, the developmental processes generating novel traits and the distinctive cultural selection pressures faced by hominins. Yet since uniqueness implies non-recurrence, such attributions come freighted with epistemic consequences. Drawing on the work of Aviezer Tucker, we show that a common reaction to uniqueness attributions is pessimism: both about the strength of candidate explanations as well as the ability to even generate such explanations. Looking at two case (...) studies—elephant trunks and human teaching—we develop a more optimistic account. As we argue, uniqueness attributions are revisable claims about the availability of several different kinds of comparators. Yet even as researchers investigate the availability of such comparators, they are able to mobilize complex sets of empirical and theoretical tools. Rather than hindering scientific investigation, then, we argue that uniqueness attributions often spur the generation of a range of epistemic goods. (shrink)

I reconstruct the discovery of the Higgs boson by the ATLAS collaboration at CERN as the application of a series of inferences from effects to causes. I show to what extent such diagnostic causal inferences can be based on well established knowledge gained in previous experiments. To this extent, causal reasoning can be used to infer the existence of entities, rather than just causal relationships between them. The resulting account relies on the principle of causality, attributes only a heuristic role (...) to the theory’s predictions, and shows how, and to what extent, data selection can be used to exclude alternative causes, even “unconceived” ones. The purpose of this discussion is twofold. First, I want to shed some light on Kant's concept of personhood as rational agency, by situating it in the context of the first Critique's conception of the self as defined by its rational dispositions. I hope to suggest that this concept of personhood cannot be simply grafted onto an essentially Humean conception of the self that is inherently inimical to it, as I believe Rawls, Gewirth, and others have tried to do. Instead (...) I will try to show how deeply embedded this concept of personhood is in Kant's conception of the self as rationally unified consciousness. Second, I want to deploy this embedded concept of personhood as the basis for an analysis of the phenomenon of xenophobia. (shrink)

In this article I examine the contemporary discourses and debates that surround the sociology of spirituality, with especial attention to the term “spirituality”. To counter the widespread belief that this term lacks clarity and utility, I suggest reconsidering Max Weber’s use of the term “spirit,” as it refers to a recognisable ethic that results in specific behaviour, while still retaining its religious and spiritual connotations. Through focusing on two influential English figures in the post 9/11 God debate in the West, (...) Richard Dawkins and Karen Armstrong, I provide a brief case study of how Weber’s understanding of “spirit” serves great utility in illuminating what drives the ideas, identity-making and behaviour of contemporary atheists and those defending religion. By utilising Weber’s “spirit,” rather than the term spirituality, I demonstrate that this enables us to dig deep into the social context and backgrounds of these two individuals, and to avoid taking their statements at face value – a common criticism of sociology of spirituality studies. I argue that the use of “spirit,” in terms of a recognisable ethic that results in specific behaviour, would benefit the sociology of spirituality. This is because it grounds the God debaters’ ideas and beliefs in a recognisable human experience that eludes reductive distinctions and disembodied abstractions. (shrink)

In seinem Aufsatz “Transparency, Self-Consciousness, and Reflection” und in seinem Buch Transparency and Reflection entwickelt Boyle eine Lösung für das Problem der Transparenz. Antworten, die auf Fragen über das Bewusstsein gegeben werden, bringen demnach nur die Arten des Gegebenseins zum Ausdruck, die in Antworten auf weltbezogene Fragen schon enthalten sind. Diese sowie auch die Lösung für ein anderes Problem, das Boyle „the anti-egoist challenge“ nennt, gründen auf der Idee, dass eine Antwort auf eine weltbezogene Frage eine Art des Gegebenseins enthält, (...) die ihrerseits implizit auf das antwortende Subjekt referiert. Diese wird expliziert, wenn eine Frage über das Bewusstsein beantwortet wird. Mir scheint, dass diese Idee einen Fallstrick spannt. Denn damit die von Boyle vorgeschlagene Lösung gelingt, muss die relevante Referenz auf die erste Person in einer Art des Gegebenseins des Subjekts bestehen. Doch wenn diese Art des Gegebenseins die typische Fregeanische Spezifizierung erfüllt, dann ist sie privat, – und genauso privat ist dann auch die Art des Gegebenseins, in der sie enthalten ist. Folglich wird sich die Privatheit über diejenigen Antworten, die sich auf Fragen über das Bewusstsein richten, auf alle Antworten hinaus ausbreiten, die sich auf die mit ihnen verknüpften Fragen über die Welt richten.
